 The following Report was compiled by a sub-Committee of the Arts Council's New Activities Committee. This included Bill and Wendy Harpe who were alternate members of the New Activities Committee plus Griselda Grimond, Jenny Harris and Rufus Harris.

The Conference "Community Arts? Learning from the Legacy of Artists' Social Initiatives" took place at the Black-E on November 1st 2015.  It was convened by The Liverpool Biennial and Andrea Phillips, in association with Visible Award 2015 and Tate Liverpool The programme was as follows:- 10.30-11.00 Registration and coffee.

Down To Earth was originally created as a way of providing the basis for debate and creative activities for the Second Merseyside Gathering of Community Artists February 1978.  It was staged as a day-long game and took place in an empty 3-storey warehouse in the centre of Liverpool

Lorry Theatre took place very early in the Blackie's history  and it was the first attempt of working with communities in the open air.  Bill Harpe directed the event and, not surpringly, his Report On Lorry Theatre considers the role of the arts and artists when working with audiences who traditionally have had little or no relationships with either. Below major problems in farming are followed by solutions both for the farmers and for the community artists.     PROBLEM YOU HAVE BURNT OFF THE FOREST COVER ON YOUR MOUNTAIN LAND TO PLANT CROPS, YOUR SOIL IS NOW BEING WASHED AWAY DOWN THE SLOPE BY HEAVY RAINFALL, YOU HAVE TO DEAL WITH THE LAND TO PRESERVE THE SOIL, AND STILL MAKE A PROFIT
